Which law breaking is it OK to accept?

Just saw this headline in a newletter on bank compliance: "CFPB and Justice Department Issue Joint Statement Cautioning that Financial Institutions May Not Use Immigration Status to Illegally Discriminate Against Credit Applicants".

Can anyone give me a list of the Federal Laws that it is OK to break and still be considered a good risk? I have been evaluating risk for years and have never considered law breaking to be a good trait.
